Santa Rosa carries the heaviest delinquent roll of any county we cover, which is not what most people expect from a county this size. The explanation is growth: Navarre, Pace and Milton absorbed a decade of Pensacola-metro spillover, and a lot of that stock was bought by people whose budget assumed the insurance and tax bill of the year they closed rather than the one they got. Delinquency here is far more often a cash-flow squeeze on an owner who still lives in the house than an abandoned property.

How Santa Rosa County runs its certificate sale
The delinquent list is advertised in the local paper once a week for three weeks through May, and the certificate sale runs online as a reverse auction, bidding down from 18 percent. Santa Rosa routes its tax deed applications through LienHub, so a certificate you buy here is administered on the same platform even though the two steps are years apart.
What to do differently here
Insurance is the conversation, not the taxes. Across the Navarre and East Bay side of the county a wind and flood premium can exceed the delinquent tax bill several times over, so an owner who fell behind on taxes is usually telling you about a total carrying cost they can no longer meet. Lead with the carrying cost and you are talking about their actual problem; lead with the tax bill and you are talking about the symptom.
